The development is broken down into key phases, each named for its primary building use, allowing phases to move forward independently and not in a fixed chronological sequence.

The following is from the RJC Report Outline of Shell Rehabilitation. The purpose of this strategy is to essentially repair, reinforce, restore and protect the structure of the building, to reinstate the structural integrity of the building and allow for its future reuse. Furthermore, with the future use of the building and projected timing of construction unknown, protection of the structure would also be required to maintain its integrity for that period of vacancy. To assist in financing the cost of the work the floor area is developed as a 271-space parking garage.

This phase would represent the first stage of development, building on the work completed in Phase B and preparing the structure for future phases. New floor levels would be introduced using the capacity of the existing steel columns that once supported the 200-ton crane beam, with additional precast concrete columns on helical piers added to meet span and loading requirements. The work would also establish the Concourse and parking levels, modify the roof over the locomotive bay to incorporate skylights, and selectively remove portions of the Mezzanine and Annex to create entrances, circulation routes, rooftop patio potential, and a freight elevator in the Annex.

Phase B: Building

Phase M: McKenzie & 6218

Phase M – McKenzie Street Entrance – 6218 "Engine Shed" - Same as 1 but includes prep the existing structure for future phases, first storey parking reduced to 240 to accommodate columns and the ramp of the 134 second storey parking for increase of 103 spaces for a total of 374 spaces and third storey concourse level with the development of the McKenzie Street Entrance (with space but without the escalator), exterior cladding and fenestration, Public Washrooms adequate in size for future phases, development of the 6218 "Engine Shed" and placement of 6218 Locomotive and Tender.

Phase A: Argyle Theatre & Community Event Space

Argyle Street Entrance (with space for future escalators) - with the development of the Community Hall with a catering kitchen and a 395 seat Theatre with a rehearsal hall, dressing rooms and offices, concourse bridge, exterior cladding and fenestration including the new interior west wall with the parking reduced to 365 spaces to accommodate this entrance.

Phase S: Stratford Library & Childcare

Stratford Street Entrance (with space for future escalators) - with the development of the 40,000 SF Library and 98 children Childcare, exterior cladding and fenestration including the new interior east and west walls and the Argyle Street Pedestrian Path with the parking reduced to 295 spaces to accommodate this entrance and pedestrian path.

Phase Y: YMCA

Phase 5 – YMCA – YMCA interior development, exterior cladding and fenestration including the new interior east wall, site cleanup for the pool addition, residential 52 space parking garage, 52-unit apartment building, the development of McKenzie Street, Argyle Pedestrian Path and Stratford Street and related Railway Crossings and street extensions to St. David Street.

Phase P: Stratford Police Services – Headquarters

Phase P – SPS-HQ – Repurpose the Former 44,000 SF YMCA with full interior renovations using the existing structure and functional building systems with added interior floor assemblies and a 4,200 SF garage addition to create a 55,000 SF state of the art police services headquarters with room for a future 18,700 SF on-site expansion.
